Gonna be real open about this....we have no idea what this is. We actually picked this up at an estate auction where nobody seemed to have any idea what it was, including the auctioneer. It's a wood wheel with a handle mounted on a wood base. When you turn the wheel the smaller wheel turns as well, but at a slower rate. The large wheel has a notch which reveals numbered graduations on the small wheel as it turns. There is a mother of pearl inlay on the small wheel. There is a stamp with, presumably, the maker's initials and date "O.E.C. May 91" near the base on the one side. There are two brass eyelets on the one end of the base. We assume it's some type of measuring device for string or yarn or something of that sort. The wheels turn smoothy and the piece is in very nice condition with no damage or significant surface wear. The base measures about 14 1/4 inches long for size reference. Refer to the photos for a better idea of the style and condition, you will receive the exact device that is pictured.
