This is a vintage law enforcement police come-along restraint, commonly known as chain nippers or a twister.
The tool features a lightweight cast aluminum handle connected to a heavy-duty, welded steel oval-link chain restraint. On the opposite end of the chain is a small T-bar anchor. In operation, the chain was wrapped around a suspect's wrist, threaded through the handle slots, and twisted by the officer to apply localized pressure for non-lethal compliance and control. The aluminum handle shows light surface scuffing and minor pocket wear, while the steel chain has a darkened, naturally aged patina with zero broken or repaired links.
